Please describe your relevant analytical skills. I have 14 years experience in policy analysis, human services and public affairs. This has required me to review complex public policies including laws, rules and regulations for impact to specific communities and interest groups. For example, most recently I was the Sr. Government Relations Director, Texas for the American Cancer Society, where I had to review legislative proposals for their impact on patients with cancer.
Please describe your ability to be impartial. I am able to execute my duties in volunteer and professional capacities based on the policies and procedures required of me. For example, when I worked for the State of Texas at Teacher Retirement System of Texas, I faithfully executed the rules and regulations governing teacher health plans as passed by the legislature, regardless of my personal feelings. I have formal training in ethics and ethical decisionmaking as part of my Master's program at the University of Texas.
Please describe your appreciation for the City of Austin's diverse demographics and geography. As a white person moving to Austin in 2011 after living in Seattle and Washington, D.C., Austin seemed comparatively lacking in diversity. However, over the past nine years, I've worked to educate myself on the city's history (particularly of racial segregation), diverse communities, and demographic trends. Through my interactions with neighbors, coworkers, friends, and classmates at University of Texas, I've tapped into deep wells of culture and identity that are social, political, and economic drivers in the city. As someone who lives in East Austin, I've witnessed demographic changes in a very short time and listened to the dialogue about gentrification, affordability, and power. If selected, I would tap into these diverse communities to collect feedback and input on the process and how it might affect people of color, in particular.
Please provide your employment history. I'm an experienced public sector and non-profit manager with expertise in public policy, health care, organizational excellence and strategic initiatives. I'm able to communicate ideas across diverse communities and stakeholders, build productive relationships, and successfully influence project outcomes. Please note: I have been required to register with the Texas Ethics Commission as a state lobbyist for several of my jobs. None of these jobs have involved lobbying the City of Austin or influencing city policies in any way, shape or form. Work History: Sr. Government Relations Director, Texas American Cancer Society Austin, TX February 2018 – June 2020 - Led government relations, fundraising, and capacity building for the American Cancer Society Cancer Action Network in Texas. Health Benefits Coordinator Teacher Retirement System of Texas Austin, TX September 2017 – February 2018 - Performed highly complex health and insurance research, analysis and program administration for the Health Insurance Benefits division at TRS. Assisted with administering self-funded state health and insurance programs; vendor and contract administration; and communicating health plan information to stakeholders. Government Affairs Manager Cigna-HealthSpring Austin, TX April 2016 – May 2017 - Managed state legislative and regulatory affairs for Cigna's Texas Medicaid managed care line of business. Guided strategic decision making for operations and communications, monitored contract compliance, and consulted on internal policy development. Director of Public Policy December 2011 – April 2016 Texas Association for Home Care and Hospice Austin, TX - Managed state and federal legislative affairs, advocacy, and public policy development affecting licensed home and community supports services agencies (HCSSAs) in Texas. Education: University of Texas at Austin LBJ School of Public Affairs MPAff, Executive Masters in Public Leadership July 2019 University of Washington Jackson School of International Studies BA, International Studies June 2006
Please provide any other information you wish to be considered during the selection of the most qualified applicants for the Commission. I am a strong proponent of transparency, ethics, diversity and inclusion, community engagement, and active listening. These are the values that would guide my work, if I were to be selected for the Commission.
