Please describe your relevant analytical skills. I have running political maps for various interested political parties, including writing software to easily create those maps. I am intimately knowledgeable of all regions of Austin and Travis county, the political mapping and line drawing process and the problems of drawing districts that have to anticipate growth and the errors that can occur when natural boundaries, differing populations and growth are not considered. Also the problems of drawing districts disparate from other voting districts, confusing voters with the profusion of voting differences (with the highly gerrymandered nature of Austin and the perfusion of voting districts from countywide to the lowest MUD and library district there are over 800 distinct ballots in Travis county) I have worked with the Travis County tax office in identifying errors in the voter file (both duplicate registrations and voters who are mapped in the wrong districts) over the whole of Travis county to correct these errors.
Please describe your ability to be impartial. I believe in fair simply drawn maps without regard to partisan political power implications. There are political population considerations (racial, economic) which have to be considered, especially in this time of gentrification; but one needs to be aware of sifting population issues and how that affects the map over its 10 year life cycle.
Please describe your appreciation for the City of Austin's diverse demographics and geography. I am a life long Austinite. I have seen Austin change and grow and active enough politically to know the stresses on the Austin population created by a growing wealth divide and gentrification. The highly segregated nature of our institutions and the shrinking minority population due to this and political issues. I have worked with people in all sections of this city, and worked at trying to get diverse populations to cohere and work together. Also the high growth in fringe areas of Austin present problems of proper representation. Precincts which had less than 1000 people 10 years ago currently hold of 17,000 voters. Also lines in these areas were drawn before any construction existed, causing individual houses to straddle multiple precincts and districts. Austin has doubled in population every 8-12 years since 1950. This growth shows no signs of diminishing. We are currently the 11th largest city in the US passing cities like Seattle and Portland (the cities not the metro ares), and this makes it difficult to map a city that will be so much larger and different in 10 years
Please provide your employment history. I went to AISD schools and University of Texas at Austin; I spent a successful career as a Software Engineer from the earliest days of the Internet (I first had an email address in early 1980s), rising up to manage technical groups of up to 70 people. Software expertise ranges from deep database design to compiler theory to operating systems to customer and payment management to complex mathematics (holding patents in process control, unnormalized arithmetic and 3-D measurement). I was successful enough to retire early and wish to spend my time in public service.
Please provide any other information you wish to be considered during the selection of the most qualified applicants for the Commission. I could not find the definition of party official. I am an active Travis County Democratic Precinct Chair. And unpaid and unappreciated position.
