Please describe your relevant analytical skills. I am familiar with the legal and programmatic requirements of redistricting, and have worked on redistricting issues in the 2001 (as chief of staff to State Senator Rodney Ellis) and in 2011 (as IGR Officer for Travis County, where I managed the redistricting process). More broadly, I am familiar with redistricting law, election law, and demographic analysis.
Please describe your ability to be impartial. I strongly believe in a fair and impartial redistricting process and result for the City of Austin. The City Council has not always reflected the composition or needs of this community, and the city's redistricting process has made important steps in the right direction. I am aware of the need to balance respect for communities of interest with a transparent, fair allocation of seats and districts.
Please describe your appreciation for the City of Austin's diverse demographics and geography. Austin is a very diverse community -- and trending more in that direction. However, it has not been governed that way. We have significant Black, Latinx and Asian populations, and the redistricting process has made the City Council -- and by extension, boards and commissions -- more reflective of that diversity. It is vital that the process continue respect and honor the growing diversity of the community.
Please provide your employment history. I have recently retired after 30 years of public service at the state and county government levels. During that time, I served as a senior advisor to a governor, a chief of staff to a state senator, and the first Intergovernmental Relations Officer for Travis County. I believe I acquired a reputation for hard work, honesty, fairness and transparency. I would hope to bring those qualities to service on the commission. In addition, I have specifically worked on redistricting issues in 2001 (for a state senator) and in 2011 (for Travis County) and believe my knowledge of the legal, practical and political challenges of drawing a new set of maps would be an asset to the commission.
