Please describe your relevant analytical skills. I have a bachelor degree from Howard University majoring in Political Science with a minor degree in Economics. I got my Master's degree in Urban and Public Affairs from Carnegie Mellon University. I worked for the State Comptroller Office for Texas from 1993to 2017. While there I spent some time working in the Texas Performance Review (TPR). TPR was a division in the Comptroller's office that perform critical reviewed various operation in state and local governments for the purpose of identifying problems and offering recommendations for improvements.
Please describe your ability to be impartial. I attempted to apply for this Commission back on June 9, 2020 when I saw a similar article in the Statesman's that was asking citizens to apply for this commission but got struck on this part. I have some fairly strong views about fairness and diversity. I believe given my educational training and professional experience, I have the ability to look at situations from an objective standpoint but I also must be honest and say my objectivity is colored by life experiences and living in Austin Texas since 1991.
Please describe your appreciation for the City of Austin's diverse demographics and geography. When we moved to Austin in the early 90s, I believe the African American populations was about 11% and I believe it has decreased to 5-7%. While I believe this decrease could be attributable to Black Flight to more affordable area of Travis, Williamson, Hays and Bastrop Counties; Gentrification may be a bigger factor. Most of the Black Population live east of IH35. The Hispanic Community which back in the 90s was about 40-45% of Population could be found also East of IH35 south of 7th Street and actually crossing both side of IH35 starting around Oltorf St. Central and West Austin west of IH35 are predominantly Anglo.
Please provide your employment history. From 1979 - 1983 I worked for Washco Plastics which had Plant operation El Paso, TX and Denver, CO. Washco Plastic was a Family Business, I was a Plant Manager at El Paso Operation. Starting in 1983 I became Manager of the Fraternal Credit Union In El Paso and served in that position until 1992. The Fraternal Credit Union was a Small Credit Union with assets of 1/2 Million Dollars when I left there we had doubled the assets to approximately $1,000,000. I performed all task at this 2-3 person operation which included, CEO, loan officer, teller, janitor, etc. Our membership was composed of blacks and Hispanics. Please provide any other information you wish to be considered during the selection of the most qualified applicants for the Commission. My wife and I like living in Austin. When we were shopping for our home we wanted to buy a house inside the City Limits of Austin because we believed that our property value would increase and but more importantly we would gain the quality of life which we wanted. Unlike many that live in the Austin Area, I like seeing the growth and welcome those who want to come. They are like a fresh breeze bringing new ideas about our community. I also like the stability of our community; the neighborhoods on both sides of the Interstate have interesting histories that make them unique and helps to make Austin a special city.
